On June 26, 2025, the IMO adopted major safety upgrades to SOLAS regulation V/23 and introduced mandatory Pilot Transfer Arrangement (PTA) Performance Standards, marking a critical milestone in maritime pilot safety. These changes were driven by the 2019 death of Captain Dennis Sherwood, who fell while boarding a vessel using a non-compliant trapdoor setup.

His passing sparked a multi-year campaign led by the American Pilots’ Association (APA), with support from the U.S. Coast Guard and the International Maritime Pilots’ Association (IMPA). Their efforts led to global awareness, regulatory momentum, and eventually, new legally binding standards.

đź›  Key improvements include:

🔸No grandfathering: rules apply to both existing and new vessels

🔸36-month max service life for pilot ladders & manropes

🔸Mandatory third-party type approval for ladders and equipment

🔸Stronger requirements for trapdoor arrangements

🔸Clear right for pilots to refuse unsafe boarding setups

🔸Mandatory “pilot mark” on hulls for climb limits

🔸Higher strength standards for securing gear

Although full enforcement starts January 1, 2028 (phased until 2030), the IMO urges early adoption. This victory for pilot safety shows how tragedy can lead to lasting change when the maritime community works together 💪🌍
